I. The sentence “The delicious breath of rain was in the air […]” is not written in the past continuous tense, because we have no verb in the –ing form with the verb to be. This way, this sentence is in the past simple tense.
II. The sentence “In the street below a peddler was crying his wares […]” is written in the past continuous tense, due to the use of the verb to be in the past and the following verb in the –ing form.
III. The sentence “The notes of a distant song which someone was singing reached her faintly […]” is written in the past continuous form and “someone” is the singular subject of “which someone was singing reached her faintly […]”.
IV. The sentence “[…] and countless sparrows were twittering in the eaves” has “sparrows” as the plural subject of the phrase which demands the verb “were” also in the plural form.
